Scope

What we are actually responsible for.

Construction management is a job that is easy to describe vaguely and hard to describe honestly. Here is the honest version.

Method

Six stages

Each stage gates the next. A programme that skips the constructability review to save three weeks pays for them back with interest at commissioning.

Pre-construction

Before anyone mobilises: constructability review of the issued-for-construction drawings, a permit-conditions register so no condition is discovered at energisation, contractor prequalification, and a baseline programme we are willing to be measured against.

Deliverables — comment register, permit-conditions register, baseline programme, inspection and test plan

Procurement oversight

Technical bid evaluation on modules, inverters, transformers and cable. Factory acceptance witnessed where it is worth the airfare. Certificates checked against the specification on arrival, not filed unread. Delivery into Georgia planned around Poti and Batumi lead times rather than assumed.

Deliverables — technical bid evaluation, FAT reports, incoming inspection records

Site supervision

Daily presence. Setting out verified before piling starts, because a survey error found at module installation is a very expensive survey error. Hold points held. Non-conformances raised in writing, tracked, and closed.

Deliverables — daily site report, NCR and RFI registers, weekly progress and photographic record

Health and safety

Georgian labour-safety law is the floor, not the target. Method statements and risk assessments reviewed before the activity, permits to work for lifting, excavation and live electrical, and the authority to stop work — which is only meaningful if it is used.

Deliverables — HSE audit reports, incident and near-miss register, permit log

Grid works and energisation

The step most likely to hold up a commercial operation date, and the one least under the contractor's control. Outage windows and protection settings are coordinated with GSE well ahead of the works, and the energisation sequence is agreed in writing before anyone stands next to a live 110 kV bay.

Commissioning and handover

Performance ratio measured against the yield study, not against the contractor's own expectation. Reliability run completed. Punch list issued and driven to zero. As-builts, O&M manuals, spares and the warranty register handed over in a form the operator can actually use on day one.

Who does what

Three parties, twelve activities. The column that matters is the middle one — everything in it is work the owner would otherwise have to do itself, or take the contractor’s word for.

This is the standard split. The contract for each project governs, and on any given plant the boundary moves — particularly around design approval and variation authority. Ask for the project-specific matrix rather than relying on this one.

Commercial terms

How we are paid

Fees are quoted per installed kilowatt and depend on the scope, the scale of the plant and whether the mandate covers development-stage work as well as construction. Where ENGIA Green carries development risk alongside the owner, part of the fee can be structured against the outcome rather than the hours.

We would rather put a number in a proposal against a defined scope than publish a range that means nothing without one.
